A WORD FROM THE RPM

The WCO-EAC Economic Development Program commenced in 2009.

The primary objective of the WCO-EAC Economic Development Program in Africa is to contribute to sustainable and improved economy in terms of trade, security and social protection through the development of Customs authorities as fair and effective trade management partners as well as modern social protection and revenue collection services.

Furthermore, the program aims to assist the member states of The East African Community (EAC) to comply with international Customs instruments and modernise their respective customs administrations. One mechanism of improving customs administration is the introduction of a regional Authorised Economic Operator (AEO) framework that meets global standards. This program cuts across all the EAC states.The AEO program seeks to promote application of risk management, regional integration and partnerships between government, business and Customs.

PREPARATION FOR THE IMPLEMENTATION OF THE AUTHORIZED ECONOMIC OPERATOR POLICY FRAMEWORK PILOT

The Customs Departments of the East African Community are involved in one of many on-going East Africa Regional Customs Union Trade Facilitation Initiatives – The Authorized Economic Operator (AEO) Policy Framework that aims at increasing Revenue performance through facilitating trade, strengthening the customs to business partnership as well as securing the regional and ultimately, global supply chain.

Part of the implementation of the policy framework requires piloting in each of the partner states of the EAC. In order for us to take leadership in this exercise there is an urgent need for us to determine our level of readiness for the pilot implementation.
